Short answer: Venus is the natural karaka (significator) of marriage, so Venus in the 7th house puts the marriage planet inside the marriage house. It reads as strong attraction, a refined and comfort-loving partner, and a marriage that forms earlier or more easily than average. It is not a guarantee of marriage or of happiness — the sign Venus occupies, its strength, the 7th lord and the running dasha all change the answer.
The 7th house sits directly opposite the 1st. The 1st is you; the 7th is the mirror — the other person. It carries marriage, the spouse and partnership. Three things are read together: the sign on the 7th, the planets in it, and where the ruler of that sign has gone. Venus in the 7th answers only the middle one. Venus — Shukra — signifies attraction, beauty, comfort and refinement, and in the classical texts the wife in a man's chart; Jupiter holds that role for the husband in a woman's. Its subject matter is the 7th house's subject matter, so a karaka in the house of its own affairs makes the topic loud in the life. Commentators also held that a karaka in its own house can damage it — so read amplification, not guaranteed ease.
Attraction tends to be immediate and visual, and interest in partnership starts early. The classical line is early or easy marriage; in practice the opportunity arrives readily, and whether one converts is decided by the dasha and the 7th lord. The partner is described as caring how things look and feel — appearance, home, comfort — and as socially agreeable, often conflict-averse. So Venus in the 7th is exalted only for a Virgo ascendant and debilitated only for a Pisces ascendant. The same four words describe the strongest and the weakest form of it — a reading that does not name your ascendant is not reading your chart.
Venus never travels far from the Sun — maximum elongation is roughly 47 degrees — so with Venus in your 7th the Sun is almost always in the 6th, 7th or 8th, never the 1st. Very close to the Sun in longitude, Venus is combust (asta); the orb differs by text, commonly around 10 degrees. A combust Venus here reads as a drowned-out significator: the wish for partnership intact, its expression confused.
Venus retrogrades roughly 40 days about every 19 months. In the 7th it reads as the marriage theme arriving out of sequence — someone from the past returning, or a long gap between wanting partnership and acting. Some traditions treat retrograde as strengthening instead, so a reading should say which convention it uses.
For a Pisces ascendant the 7th is Virgo, where Venus is debilitated. That does not cancel marriage; it moves the reading from easy attraction to scrutiny — high standards, finding the flaw. Two things then matter disproportionately: Mercury, which rules Virgo, and any neecha bhanga (cancellation of debilitation).

Venus in the 7th promises neither a marriage nor a happy one, and it never names a person — no chart yields a name or a face, only tendencies you recognise after meeting someone.
It is one factor among several. A textbook-strong Venus in the 7th with the 7th lord in the 12th, a weak Navamsa and no supporting dasha underdelivers against a plain chart where all three line up.
A placement says what; the Vimshottari dasha says when. The system shares a 120-year cycle among nine planets, and Venus holds the largest slice: a Venus mahadasha runs 20 years. Inside it the same nine run again as antardashas, each taking the proportion it holds of the 120 years — so Venus–Venus is 3 years 4 months (20 × 20 ÷ 120) and Venus–Jupiter 2 years 8 months (16 × 20 ÷ 120). That is a candidate window. It becomes a strong one only when the D9 Navamsa agrees and a slow transit — usually Jupiter or Saturn crossing the 7th house or the natal Moon — falls inside it.
